Ok so who is exactly telling the stories to his kids about how he met their mother and who is their mother. Also does the show just consist of stories from the past?

I guess you could also say that the show does consist of stories from the past. The basis of the show is Ted explaining his life to his kids and how he met their mother. So, in reality, everything would be from the past from his perspective.
It’s Ted (voice of Bob Saget) in the future telling his kids about his life and how he met their mother. We don’t know who their mother is and probably won’t until the end of the show. The stories are happening in the present, he’s telling them to his kids in the future. I love that show!
